the line cord does not need to be connected to dial tone to charge the phone… did the charging indicator light come on when you placed the phone on the base? check the contacts on the phone and the base, if needed clean with an eraser from the back of a pencil, or some rubbing alchohol check the connection of the power cord to the phone base. if the light is indicating that the phone is charging, leave the phone on the charger for at least 12 full hours before lifting the phone from the base.. open the back of the handset, and check that the battery cord is connected securely.. if need be, you may need to replace the battery.. bring the old battery with you when going to replace the battery… you say you havent used the phone for a period of time… if it is a 900 Mhz phone instead of a new battery think about replacing the phone… also if it is a 2.4 ghz phone and you have wifi, think about replacing the phone..
